I had sort of planned on working on the handbook in RELENG_2_1_0, and 
then bringing it all over to the main tree in one shot once 2.1-RELEASE 
gets out the door.  Part of the motivation is 2.1 specific stuff that 
should probably not hit the WWW server until 2.1 is actually available.

I'll take responsibility for bringing the 2.1 changes into 2.2 after 2.1
