This is from /etc/login.conf:
default:\
:copyright=/etc/COPYRIGHT:\
:welcome=/etc/motd:\
:setenv=MAIL=/var/mail/$,BLOCKSIZE=K,FTP_PASSIVE_MODE=NO:\
I changed FTP_PASSIVE_MODE=YES to NO and all was right in the world.
