Update to 2.0.8.
Catch up with a few changes introduced in the 2.0.7 release:
- Do not pass the --with-xml-parser to the configure script, as expat
support has been removed altogether.
- Depend on devel/icu as raptor has removed its internal Unicode NFC
checking code.
