Problem goes away if I load the drm-devel-kmod on 14-CURRENT. Laptop doesn't power off or reboot if I touch the touchpad even before I start X. I'm currently working around troubles with the USB Ethernet adapter I'm using that I suspect are not specific to Freebsd.
