When installing X what mouse did you select? I have had this problem myself and found that if I selected a PS/2 Intellimouse even though I have an Intellimouse the same thing happened. What I did in the end was to select a standard PS/2 3 button mouse and add the necessary lines to the XF86Config file to get the scroll wheel to work. Sorry cannot remember what the lines are and I don't run a X GUI at present so I cannot look at my config, but if I find them I will post again.
