Loosely speaking, two mindsets: A) a traditional FreeBSD Mall mindset B) the live system conclusion of FreeBSD Installer should have four repos enabled. For (B), a single repo configuration file for all four repos. The fourth repo in /etc/pkg/FreeBSD.conf can vary to { enabled = no } for variations of FreeBSD Installer that lack the offline repo.
