Perhaps the best way to look at this is in a canonical form. The mailing list for newbies can be used as an entry level for all newbie questions and as the questions are scrutinized by more experienced persons in the newbies mailing list they can be directed to other mailing lists if the problem seems too complex to be addressed in the newbies mailing list. I assume further information can be provided to the newbie 
 
So newbies would be more like a you are here starting point, and the other mailing lists would be where you need to go to answer all other questions if the are too complex to be answered in newbies.

This is a good idea, they can use a hands off approach and if a "newbie" 
gives bad advice they can step in and set things strait and also advise 
when questions should be sent to questions.
