I think it is "xf86", because it is for X.Org (mainly), but it includes a kernel module for USB devices (only). It is "input", because this driver is for an input device. Finally, it is "wacom" because this driver is for devices implementing the protocol developed by Wacom. To be honest, I do not have any suggestions for any other reasonable name.
