The problem with HTTP redirects is that they're not compatible with
mirrors.  We can set up all the redirects on freefall, but how do the
mirrors know what we did?  It'd be nice if they didn't have to have
access to our httpd.conf; also, they may not even be using Apache!
And we already have symlinks all over the place (e.g.,
http://www.freebsd.org/doc/en -> http://www.freebsd.org/doc/en_US.ISO8859-1/)

That said, I don't particuarly like symlinks, either.  How about
making a file, say www/en/REDIRECTS, that lists all the redirects we
want to do?  Something like this:

	doc/en -> doc/en_US.ISO8859-1
	doc/en_US.ISO_8859-1 -> doc/en_US.ISO8859-1

Then all we need is a collection of scripts to take it and write
webserver-specific configuration; these can be run at build or install
time.  This has the advantage that it isn't webserver-specific, and
that the redirects we use are specific in the repository instead of
some far-away httpd.conf.

Thoughts?
