What clued you in to it stopping at exactly that point?

The method of sourcing the rc.conf* files has changed. We have seen
some problems in the past when people don't fully merge their /etc/rc*
and /etc/default/rc.conf files. Try running mergemaster again, and make
sure that all you have in /etc/rc.conf* is variable assignments, no
executable code.
