There is major drawback.

Aware people will use a 'cc'-servername to choose to install from,
as to benefit from probable proximity. So to relax the requirement
of 'cc' to be not tier-1 at all, could be problem.

There should at least be some 'cc' server that are tier-1, too.
(One could suggest maybe ftp.cc, ftp1.cc and ftp2.cc, more if 
available). Something like that.
