I'm closing this cosmetic naming inconsistency (py-babel directory vs py-Babel
port name). koobs@FreeBSD.org said "Will do tomorrow" in October 2019 but no
action was taken. The port has been updated many times to version 2.18.0
without addressing this, and Python port naming conventions have evolved since
2017. The disruption of renaming outweighs the benefit.
