It thinks it is too old because /var/db/port.mkversion says that your system was built before 19990501 (or thearabouts), or possibly because the file (and file /var/db/pkg/.mkversion) don't exist. You can create these manuallly and put the contents "19990820" into them. I don't know why they would {not exist, be wrong}.
