You need a friend in the project :-)

You don't need to formally register a project.  Roughly, you do this:

1.  Sign up on the FreeBSD-hackers mailing list.
2.  Send this message to FreeBSD-hackers.
3.  Hope that somebody there is interested enough gets involved.

You can't get commit privileges for the FreeBSD source tree
immediately.  You first need to show some understanding of the project
and our conventions.  When you've done that, find somebody to mentor
you for about 3 months.  He will contact the core team and ask for
commit privileges for you.
