   % make -V__MAKE_CONF
   /etc/make.conf

Added.  It does make the next sentence a bit redundant.

   It is also suggested that the kernel is built without any other
   special options, preferably with an empty /etc/make.conf.

Offhand, I can't think of other special options to be given as 
alternate examples.
