FreeBSD 13.0-p4

Linux binaries started in a jail (linux=new sysvsem=new) produce the error,

linux: jid 4 pid 71052 (util): unsupported socket(AF_NETLINK, 3, NETLINK_ROUTE)

These run without the error in a FreeBSD 11.2 jail.
