You can use the annotate/blame function of CVS:
http://www.freebsd.org/cgi/cvsweb.cgi/src/sys/fs/devfs/devfs_rule.c?annotate=1.14.2.2
shows, that this part of the file has been committed by dd@ back in July
2002.
