If you upgrade a library port to a new soversion (55 -> 57), you need to
rebuild dependencies because the ABI of the library has changed.  Therefore, in
this scenario you would need to rebuild chromium.

(Also, current chromium from ports doesn't seem to use libicui18n.so at all.)
