I've seen it on a ThreadRipper 1950X doing personal builds, including cross builds. I've seen it during lib32 build activity as well (for amd64). I normally use -j32 on the ThreadRipper for buildworld buildkernel. I appear to have sent list-notices in 2018-Apr and 2019-Jul.
