Well, no, they're both unvoiced.  There aren't many voiced equivalents
in European languages, though I'm not sure about the "G" in Dutch
"Genever".  Arabic has kha (unvoiced) and ghain (voiced).  The sound
is similar to guttural 'r' in German or French.
