FWIW in my experience (research and academia) it's most common for the
bibliography to precede appendices i.e.
<https://seamk.libguides.com/instructionsforwrittenwork/layout/bibliography=
andappendices>.=20

Not set in stone i.e. <https://tex.stackexchange.com/a/6323/14689>; unless =
the
original author(s) have a strong preference for a particular order, I should
stick to bibliography first.
