It seems -CURRENT's libftpio.c always set passive flag according to
environment variable FTP_PASSIVE_MODE. Then, PASV/PORT selection
obeys only FTP_PASSIVE_MODE and direction of sysinstall is ignored.
Does this patch fix your problem?
