It turned out to be a typo in /etc/login.conf, and because of the
various times I'd touched the file I cannot say whether the typo
was present in the distributed 2.2.5 files.  I do think the failure of
cap_mkdb to flag the typo, in which the last line of an entry had
the \ continuation flag, should be investigated.

If you wish to close the trouble report, that's fine with me.
