I tried the way I used to do it:
$ ski -i ia64.cmd bootloader kernel.ski
loading kernel.ski...
starting kernel...

This happened with both the GENERIC and SKI kernels. I'm guessing that
some dependency on EFI/SAL/whatever has crept in and is not conditional.
