There’s a semi-known, semi-reproducible issue with arm (but maybe not armv6)
where ANY errors that require an FSCK will land you in this situation. It hasn’t
been tracked down yet. There seems to be three or four variations that Ian and I
have run into. The trouble is tracking this down is a big investment in time,
potentially, and there’s been lots of bigger fish to fry :(
