In that specific constellation, can you add a /rescue from 13.1 to the 13.0 userland and try to run /rescue13.1/dhclient wlan0 and see if that works. You may have to disable (SYNC)DHCP from the interface in rc.conf so that the default does not interfere. If this fails then it would be good to know what dhclient logs to syslog as well (usually /var/log/daemon.log and /var/log/messages).
