patch-setup.py, to put into files/ to fix the py-httpstat port

NOTE: This is not your usual "apply to ports tree" patch, but a file you copy
verbatim into the port's files/ directory, which you create first and then you
place this attachment as .../files/patch-setup.py 

It fixes the build for all supported and the upcoming 3.15 beta for me;  I have
tested on 15.1-RC amd64 natively that it will build with FLAVORS py310, py311,
py312, py313, py314, py315.  I have also checked upstream 1.3.2 release will
build with py310 and py314.

NOTE: I have not run-time tested this and I'll not touch the setup.py.
