Probably. Packet loss can be a tricky thing, and depend on any one of a number of parameters. You may well need to tell ping to use bigger packets -- your FTP session will be maxing out the MTU, so try 1500 byte packets as well as the default size. In fact (and now I come to mention it), MTU problems are a pretty good fit to what you're seeing. Except in that case, I doubt you'ld have had any success at downloading at all.
