I am closing this bug because Python 3.11 has reached or is past end-of-life,
and the netlink support requested here is included natively in Python 3.12+.
Despite extensive discussion among 7 participants about the proper patch
management approach, no commit was made. Current Python versions in the ports
tree already have netlink support, making this backport moot.
