Synopsis: [PATCH] cvs-committers guide incorrect

State-Changed-From-To: open->closed
State-Changed-By: bmah
State-Changed-When: Thu Feb 14 19:37:37 PST 2002
State-Changed-Why:
No, the committer's guide is correct. cvs-all is a public
mailing list (i.e. anyone can join). cvs-committers
is a list to which all committers are subscribed automatically, and
which non-committers cannot join. In practice, the set of
email messages sent to these two lists is almost identical.
