I believe its partly because of the licensing requirements that Sun made 
with the FreeBSD folks.  Each individual person installing the JDK's must 
personally acknowledge they accept the license at Sun's Java site - I don't 
know but I just guessing.

The "boot strapping" part I don't get though - just know that's what you 
have to do.
