We actually have 3 different panics in this bug.

1) panic in tcp_default_output() reported by Mual, who created the bug.
2) panic in tcp_timer_enter(), also reported by Mual. And I guess this one is
fixed in FreeBSD 15. And it is tracked in bug 288904.
3) panic in tcp_sack_partialack() reported by nihilesthic@proton and Alexey.

I think the panic 3) should have its own bug to avoid mixing different
problems.
