You may not update ports without portmgr approval if that are not broken, while you can fix broken ones without approval. Were these ports broken? Even if that's the case, you should have explicitly stated so ("Unbreak by updating to 3.1", for example) in the commit messages. You are supposed to have read Kris' HEADS UP, but if by any chance you haven't, go check your mailbox.
