Nope... not loging in as root... I know why that wouldn't work... 

As I mentioned, I don't think that it is an inetd.conf issue, as telnetd
answers, but presents an access denied when attempting to login as any
user (same as with sshd).

to wit... a snippet from from inetd.conf for your reading pleasure:

I am wondering if NIS could be the culprit.  I have the +:*:... in the
group and passwd file. I can ypbind to my server and can ypcat all the
maps.  

It is curious that these two new machines have this problem but the
multiple others I have upgraded to 4.5 seem to be just fine.
