ok... i kept on looking
seems like it runs out of order
i also noticed "buildworld buildkernel installworld installkernel distribution" installs world before building kernel
but according to make, kernel should be first, then dtb, however the log below shows as if it doesn't. i don't really know. it checks for some file, what creates it, i can't find. or is it even missing. but that could explain why second run works
in the end i don't know why i don't have dtb package. i didn't even know it should be there. and as i don't use fdt from tree, i didn't even notice. none of my repo builds have it either. unsure if it's my option or what. but second run creates it, options unchanged
