I would not say this is a problem. As I mentioned in my last reply,
/etc/rc.conf, /etc/wpa_supplicant.conf and /etc/sysctl.conf are identical
between 13.0 and 13.1. And for clarification, there is only one network named
WHU-STU (no passwork required to connect, but do require login via a web page).
It works in 13.0 regardless of whether or not I assign a bssid for it. Well
then, if it works in 13.0, shouldn't it, with exactly the same config files,
also just work in 13.1?

If I remember it correctly, I now have 

        network={
                ssid="WHU-STU"
                bssid=70:d9:31:0e:2c:00
                key_mgmt=NONE
        }

in 13.1 and 13.0. It works in 13.0 but not in 13.1. Meanwhile, I'll check with
the other bssid later and get back to you. As always, Thanks for your help
