Oh, that's probably it. I got an error from INVARIANTS_SUPPORT (extra 'S') and then failed to check in sys/conf/NOTES, did not find it in sys/amd64/conf/NOTES, and assumed that the support had been set to "always-enabled" due to some vague memory of what hit head.
