I see no benefit to dropping rc.conf jail support on a major release over a
minor release. I both cases you are going to suffer the same consequences of
NOT heeding the warning you have been getting for the past 3+ years. You should
be taking this early warning to develop a migration to something else to limit
your production down time. Stalling dropping rc.conf jail support is not a
solution. You will have to face this sooner or later. 

If you feel this is too much for your environment, you could patch your copy of
ezjail replacing rc.conf jail support with jail.conf support and post a PR.
