 Couldn't this just be something like
 
 "#!/bin/sh\n# atrun uid=%ld gid=%ld\n# mail %[^ ]%*[ ]%d"
 
 and eliminate the dependency on the definition completely?  Might even
 be backwards compatible with files created by an old "at" command...
