Yes, it is still misleading. A shortcut called "Report a bug" implies that FreeBSD is so buggy that one of the main things visitors to the site need is an easy way to report those bugs. The intent is, I believe, more to let visitors search for bugs. The page the link goes to is titled "Bug Reports".
