In Europe, with E1 (not T1) interfaces, they are substantially more 
than US, I gather.

So we'll look at Linux + Ariel.com for the "power to server" 
RAS.  Ariel France tells me a big ISP here is installing 200 Ariel 
RAS's before year end.
