No customizations. Certainly, these files were all newly installed as I
upgraded all packaes after updating the system from 12.1 to 12.2.

BINGO! ;-)

The file isn't there at all, it is simply missing (for whatever reason).
Even reinstalling polkit before obiously didn't produce it.
Anyway, now I just copied over the .sample file manually, restarted... and
everything is working again as expected.
