There should be a .sample file > you can try a diff from. BINGO! ;-) The file isn't there at all, it is simply missing (for whatever reason). Even reinstalling polkit before obiously didn't produce it. Anyway, now I just copied over the .sample file manually, restarted... and everything is working again as expected.
