backpan has latest packages as well, so it's not an added failure mode.

I hope the added load from RANDOMIZE_MASTER_SITES users is miniscule for
backpan.  In fact that was my biggest worry...

In the case of when the file is only on backpan, I assume you can do no
worse than normal?  Either way, it's still better than the situation without
backpan.
