The results are in -- Using the RC(8) declarations I listed above work not only in RELENG_8, but also in RELENG_9. I just performed an install from the 9.0 CD I downloaded from freebsd.org on 12-12-14. Everything (both as STATIC, and as DHCP) worked as expected/anticipated. Is this still worth a PR(1)?
