Two lazy guesses: 

a) what's intended is not yet implemented; and/or

b) possible overlap with one of the existing 
   --repository related issues in GitHub (one that is 
   closed _might_ hold a clue … honestly, I don't know).

To ease newcomers' understanding of pkg- and pkgbase-related issues, it might
be useful to remove '(metapkgs)' from the title of
<https://github.com/freebsd/pkg/issues/1697>; for groups, because: 

- meta packages are already used for base
- groups are not yet a feature of pkg.
