quarterly can and does get various updates for bug fixes
and security issues. It does not get new versions otherwise.
This also tends to mean that once an update is committed,
the time to the build being available tends to be less
because fewer port-packages are built. So there is a
tradeoff vs. latest.

You can override the FreeBSD-ports :

url: "pkg+https://pkg.FreeBSD.org/${ABI}/quarterly"

in: /usr/local/etc/pkg/repos/FreeBSD.conf

/usr/local/etc/pkg/repos/FreeBSD.conf is used for local
definitions, much like you did for the FreeBSD-base
enabled: yes .
