Debian has got a http://www.debian.org/social_contract
and does include it to the main repository.

http://packages.debian.org/squeeze/faad is in Debian main
http://packages.debian.org/squeeze/libfaad2 is in Debian main

I would be surprised if there should be a licence issue.
