(Your date is one year off. FreeBSD 2.1.7 wasn't available at all
in February 1995. :-)

It's not supposed to live in the lib sources:

SRCS= blocks.c disklabel.c dkcksum.c chunk.c disk.c change.c \

VPATH= ${.CURDIR}/../../sbin/disklabel
^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^
That is, it's supposed to be fetched from /usr/src/sbin/disklabel/.
Hmm, i think the VPATH is an error. Make this .PATH instead.
