This has only been reported on attempts to connect to public access APs. In one case I believe that it was a campus network. In my case, it has been several hotels while my home router works fine as does the hotspot on my phone (Android). I was seeing this while running 13.1-stable three weeks ago on a system built from sources of May 2 so it still is probably an issue in STABLE. It was not an issue on 13.0-RELEASE. I was seeing this as far back as early December of last year. If I get back to such a situation, I will try to bisect.
