Sorry, I should have mentioned: I did use bsdinstall to install base packages.

The issue occurs whilst using the live system after installing FreeBSD-base.

Compare with base bug 290051 (pkgbase upgrade shows POST-INSTALL script
failed). 

Maybe more useful for triage here, base 655f2eb77006 (Glen Barber, 2014-10-09): 

> Add /usr/local/bin and /usr/local/sbin to PATH, needed
> if third-party software needs to use utilities outside
> of the base system during post-install stages (indexinfo
